I use beautiful Widgets, I'm not saying it's the best, but I like it, and many here use it.

One of the best actual weather apps is weatherbug elite but unfortunately their widget leaves a lot to be desired.

if you are looking for forecasts try accuweather or weatherunderground. the best radar app in my opinion is raindar, just make certain to set it up (play around until you get it the way you want it), and give it time to find your location and get all radar in the area.
