Although, I haven't tried ssLauncher on this phone yet. That one might work well but it's a different species than your garden variety dock-bar/desk-top conventional launcher.
bsbabcock (bearing in mind that I am not an expert at all), I can't understand why one would want to turn off scrolling... I take it to mean that you then can no longer swipe/scroll from one page of home screen to the next... why would one want this? (although it would, of course, albeit in a slightly absurd way, solve my problem...)

Or did I (more probably) completely fail to understand your explanation? (for info, I use Apex, but haven't explored it beyond the 5x5 grid which I wanted, as I could not understand the point of such a large screen with 4x4 poor icons, wastefully spread out wide apart...)

When you turn off scrolling you can still swipe from one page to the next. As you go from page to page the wallpaper stays put while everything on it transitions. Because the wallpaper doesn't "move" you never see any dark spaces on the side of your screen.

only... yes ! you guessed right... in Apex many menus, I cannot find how/where to turn off scrolling.

When you are all fed up with my incessant questions... just kick me out, ok ??

It's under homescreen settings > wallpaper mode.
